What Are Non-Restricted
vs. Restricted Firearms?
Non-Restricted Firearms
These are typically long guns — rifles, shotguns, and certain semi-automatic firearms whose barrel length exceeds regulation thresholds. They are the class most Canadians encounter (e.g. for hunting, sport shooting). Possessing or acquiring them requires completing the Canadian Firearms Safety Course (CFSC).
Non-Restricted Firearms
Restricted firearms include handguns and some semi-automatic rifles or firearms that fall under narrower regulatory definitions. To legally acquire or use them, you must complete both the CFSC and the Canadian Restricted Firearms Safety Course (CRFSC). Note: The CFSC is a prerequisite for taking CRFSC.

Why Do You Need a Firearms Licence?
- It’s legal requirement: No one in Canada may legally own or purchase firearms or ammunition without a valid Possession and Acquisition Licence (PAL) or Restricted PAL (RPAL). - Access to shooting sports & recreation: A licence opens doors to hunting, target shooting, and club membership. - Safety & responsibility: The courses teach legal obligations, safe handling, storage, and emergency protocols. - Professional credibility: Especially for security, licensing demonstrates commitment, legitimacy, and knowledge. - Pathway to restricted privileges: Want handgun access? You’ll need the CRFSC after CFSC.
Course Options & Duration
Non-Restricted (CFSC)

Typical Duration: ~ 8 hours of instruction + written & practical exam (often total ~12 hours)

What You’ll Learn: Firearm mechanics, ammunition types, loading/unloading, safety rules, range protocols, storage & transport, legal obligations

Outcome: Certificate of completion and course report (RCMP Form 5484) needed to apply for PAL
Restricted (CRFSC)

Typical Duration: ~ 6 to 8 hours of instruction + exam

What You’ll Learn: Safe handling of restricted firearms, handgun mechanics, transport rules, classification law, special storage & display requirements

Prerequisite: CFSC must be completed first

Outcome: Certificate and course report to apply for RPAL
You may also take combined / back-to-back CFSC + CRFSC in one extended session.
1. Complete the required safety course(s). 2. Receive your course report and paperwork (e.g. RCMP Form 5484). 3. Submit your licence application to RCMP (online or by mail). 4. Undergo a security/background screening. 5. Wait for licence approval (typically weeks). 6. Receive your PAL / RPAL. 7. Renew every 5 years. Important: An RPAL does not automatically allow you to transport restricted firearms — you may need an Authorization to Transport (ATT).
